(1) We, the krishi bikas shilp kendra,(A unit of NATIONAL20Point program (Tpp-2006)implementation) were approved to implement &monitor the National 20-point program vide letter no F-2-38 (4)83 ,PMPI Dated 16th april,1983 by the Hon'ble Prime Minister Late smt Indira gandhi. (2) In compliance of above we are recognized to monitor and implement Tpp-2006,as an official pioneer authority vide letter no.F.66(11)/MISC/DEV. Hq/ESTT/11/2551 DATED03/10/2011 from the office of the PR. Secretary cum commissioner(development ) govt.of NCT Of Delhi. (3) On 23.08.2011 vide letter no, WE Had already requested to the hon'ble chief minister of JHARKHAND for RECOGNIZATION and governance direction as official pioneer authority. we here by again request to do the same along with a budget allotment for implementation of  Tpp-2006. regards. As we are submitting our project for Khadya Suraksha (food security).

Food security is not just a matter of the availability of food, but even more of the access of households and individuals to sufficient nutritious food. The absorption of food as nutrition in the body is further mediated by access to safe drinking water, and hygienic sanitation facilities. Consequently, food security is analyzed along the axis of availability, access and absorption. The importance of entitlements in food security is further underlined by the Supreme Court’s judgments validating the Right to Food. As a signatory to the UN’s Millennium Development Goals (MDGs), the Government of India and all state governments have an obligation to reduce by half the proportion of people suffering from hunger by 2015.

To contribute to reaching the above goals, the Institute for Human Development (IHD) and the United Nations World Food Programme (WFP) have together undertaken an analysis of the dimensions of food security at the sub-state, or district level, for 8 states of India – Orissa, Jharkhand, Chhattisgarh, Madhya Pradesh, Rajasthan, Bihar, Uttar Pradesh and Maharashtra. The purpose of this exercise is to:

• Identify the regions and social groups most affected by food insecurity; and

• Suggest policy interventions appropriate to improving food security for those regions and social groups.
Jharkhand was created as an independent state on November 15, 2000. Abundantly endowed with mineral resources, forests, rainfall, and land, the state has the wherewithal to launch it on the trajectory of sustained growth. Nevertheless, Jharkhand compares very unfavourably with other states on almost all indicators of socio-economic development. With 46 percent people below the poverty line (200405), Jharkhand has the second highest rural poverty ratio among Indian states. Under- five mortality is very high, at 93 deaths per 1000 live births. After Madhya Pradesh, Jharkhand has the highest proportion of children who are underweight. More than two thirds of all children are anaemic. Agricultural production has grown impressively in recent years, and at 4 percent the growth has been

higher than the all-India average of 2.2 percent. However, the state has a long way to go before it can meet the food security needs of its people.
